BRIGADIER GENERAL FRANCIS QUINLAN

Quinlan is active in the law practice of Newmeyer & Dillion LLP. and previously co-founded the AV rated Newport Beach firm of Kester & Quinlan, LLP. For more than 20 years, he has represented banks, venture capital firms, mortgage, title and general liability insurers, public and private corporations, receivers and individuals in business. His practice now includes cyber law and cybersecurity.

Prior to entering the practice of law, Quinlan was an agent with the Federal Bureau of Investigation. Additionally, he served as a reserve officer and aviator, performing active duty command positions at the Squadron, Air Group, Air Wing, Marine Expeditionary Force and Joint Force levels of the United States Marine Corps; and served during OPERATIONS ENDURING FREEDOM AND IRAQI FREEDOM.

His board experience includes serving as a director and chair of the audit committee of Irvine Company LLC. He was founding audit committee chair and member of the Board of Directors of the California State Compensation Insurance Fund; founding chair of the Risk and Information Security Committee of Encore Capital Group, Inc. (NASDAQ), and former chair of its audit committee; and former chair of the audit committees of Santa Fe Trust, Inc. and its sister company, Independent Trust Company of America, LLC.

Quinlan has also served on the audit committee of Convoke Systems, Inc., an entity that provided software services to the financial industry. He is Emeritus General Counsel and former audit committee chair of the Marine Corps University Foundation, Inc. Board of Trustees which he continues to serve, and is member of the board of directors of the Marines Memorial Association of San Francisco and a member of its audit committee. He also sits on the University of California – Irvine Law School board of Visitors and is a founding member of the Executive Committee of the University of California – Irvine Cybersecurity Policy and Research Institute.

Quinlan holds a Master of Laws in Taxation from Boston University Law School, and is a graduate of Southwestern Law School and the University of Wisconsin-Madison. His professional education includes the National Defense University Capstone Course, The Air War College senior officers’ course on Information Operations and The Harvard University Kennedy School senior officers’ course in National Security.
